Can anyone tell me how to align the components so that they are all outside the edge of the circle?

Hi,

Yes replicate in Z-Theta (Polar) mode. See the ARES Tutorial help file > Appendix > Packaging the Footprint > Circular Pad placement. This also is the same for placing components in a circle.
