I don't mind being able to push vias around as I am laying traces - but I really don't want to have vias being pushed into SMD pads on the same net.
While electrically this is OK, it can potentially create a problem in soldering with solder wicking down the via.
A "Via in Pad"-allowed (or not) rule for push routing would maybe solve this.
