are vias heigths included in calculation of length match?
Example, in a 16 layer pcb the distance from top-bottom is far more that top-layer1.
If proteus utilize only planar distance and omitt vertical lenght of vias, length match could not work well....

Yes it does. The via lengths used are the lengths from the layer one track is on to the layer the adjoining track is on. So if it is a Via from Top to Bottom but the track connected goes from Top to Inner 1, only the distance from Top to Inner 1 is calculated. The total distance is added and displayed on the status bar when the track is highlighted:
Etch = Copper trace
Drill = Drill length
Total = Etch + Drill
