Partial power planes not connecting

HI,
I am able to generate as many partial power planes as I like, but they are not connecting to the pins :

This is with a +15V partial power plane.
The left two pins are ground pins, and are correctly connecting to ground planes, but show no relief at the +15V
power plane.
The right two pins are specified to +15V net, but the green rats-nest shows that the pins (here & elsewhere) are not connecting.
Any ideas what I am doing wrong ? (first time I have used partial power planes).

Hi Beau,

You need to have a PCB Design Level 2 or above in order to place user shaped zones that have electronic connectivity.
