It seems that the slot is not electrical at all so it's not a pad. Why not make it a drawn slot on the designated mech layer ?

The padstack slotted hole was intended to deal with lugs that are going to be soldered to bottom copper.

Perhaps I'm missing something but what is the purpose of the empty zone in this situation ?

Why not just place the conductive zone and set up a design rule that applies as required to maintain sufficient clearance around it.

There is no direct land pattern DRC category. Pad->Pad is the rule that is likely to be enforced first in your example.

Layout only connections (E.g. joining two nets at a star point) should be done using a trace style prefixed BRIDGE. Be *very* cautious when using BRIDGE tracking. Since the 2D layout knows nothing about the component body I think it should work ok, although the 3D viewer (and any 3D export) is likely to become confused.

There isn't direct support since as you say the intention is to use pads on the border.

On the DRC front I'd place a DRC room around them and create a room rule that set the edge clearance to OFF.
I'll raise a case for the 3DV render.
